Barangay 64, or the BLISS Housing Project of Sagkahan, Tacloban City is divided into 3 clusters which were subdivided into 7 purok. Houses are made up of semi-concrete and concrete materials while there are some makeshift houses that are built between boundaries of Barangay 64 and the next Barangay.

Only 15% of the residents own the lot where their houses are built. The other 85% are still fighting against the National Housing Authority for increasing the rent. The NHA decided to increase the rent after they held control of the land which was donated to the residents during the Marcos regime through the then first lady, Imelda Marcos. During that time, the residents were only paying P30 monthly. The lot owners filed a case against the NHA but until now, the case is still in court.

The Barangay is accessible to all kinds of transportation and is a 15-minute ride to the downtown area of Tacloban.

Also, the Barangay is accessible to all means of communications like telephone,television, radio, computers, newspapers (local and national), etc.


Economically, the types of income-generating activities of the residents vary:

  • MCH and PUJ drivers 25%

  • Food Vendors 20%
  • Professionals (government employees, doctors, private employees, etc.) 50%
  • Skilled workers (barbers, manicurist, laundry woman, etc.) 10%
  • Unemployed comprises 15% of the total populace.

Barangay 64 has a detention hall, a Barangay clinic, 2 basketball courts (though the other needs renovation), a Barangay hall, and a Barangay Police outpost. Water source in the Barangay come from piped water system with 402 families using it, and the other 2 families uses deep wel

The most common types of sickness in the area are cold, fever, and cough. However, there are 10 reported cases of tuberculosis in the Barangay among adult persons.

Lack of vitamins is the most common reason for malnourishment in the Barangay. 10% of the total children population is moderately malnourished while 5 children are severely malnourished. A Barangay Health Worker also points out that insufficient and unbalanced food diet is among the reasons for malnutrition. Children weighed status are above normal 9, normal, 166, and below normal 17.

The Barangay Clinic conducts, on irregular basis, feeding programs to address malnourishment in the locality. Also, the city government carries out medical missions in the Barangay that provides check-up and treatment for minor cases of sickness.

Students of Remedios Trinidad Romualdez (RTR) Medical Foundation launch a sponsorship program to some selected indigent residents that will be provided with medical assistance coming from their school. These give chance to the indigent inhabitants to avail of medical services without pay.

The Barangay Clinic has 1 stethoscope for blood pressure, 1 pre-natal table, and provides services for Blood and sputum examination. The services provided are check-up for minor cases of sickness, immunization, and pre-natal check-up. For 2003, the clinic had children immunized with 33 for BCG, 39 for DPT 1, 38 DPT 2, 31 DPT 3, 31 for Polio 1, 30 for Polio 2, 18 for Polio 3, and 18 against measles.

Last year, there is only 1 reported case of infant death; this is due to internal infection. Most pregnant women in the locality seeks professional service upon child delivery, an estimated 5% of the total pregnant women prefers traditional health practitioner for child delivery.

The youth in the community hardly participates in the over-all barangay development plan. Only the Sangguniang Kabataan chairman represents the youth in the Barangay planning and he only posts an ad in the Barangay hall for any youth activities.

The youth are only active with the sports activities in the community, other than that they hardly cooperate with the Barangay activities. An estimated 2% of the youth populace is into early marriage.
As required by the city government to create projects on Gender and Development, the Barangay councilor assigned on health starts to organize the women in the community. However, there is no specific project yet since they are just starting to organize. Generally, the organization aims to fight cases on violence against women and organize projects on livelihood to maximize their productivity.
Drug addiction in the locality is very prevalent, though this condition toned down after a number of drug pushers in the barangay were arrested. Because of the incident, the Barangay Council implemented a curfew that starts at 9pm and an ordinance prohibiting anyone from gambling and drinking liquor outside their homes. But a few residents still violate this ordinance. Aside from implementing the curfew hours, the Barangay Council is encouraging sports activities to divert the attention of these drug users, especially the youth.
A total of 31 out-of-school youth is present in the Barangay with age range from 19-15 years old. While an estimated 2% of the adult populace was deemed illiterates. Aside from these cases, majority of the residents are literates and able to read and write.
